CBI Registers FIR in NEET-UG Paper Leak Case

The Central Bureau of Investigation (CBI) has lodged a First Information Report (FIR) regarding the alleged leak of the NEET-UG examination papers. This move comes after substantial reports surfaced immediately following the NEET-UG exam held on May 5, 2024. Initial investigations by Bihar police led to the arrest of 13 individuals on the exam day itself, along with the discovery of leaked exam papers on a mobile phone in Danapur. Additionally, several fake candidates were apprehended attempting to take the exam on behalf of others​.

The investigation uncovered that the leaked papers had been given to candidates who were then sequestered in a hostel and made to memorize the questions and answers before being taken to the examination centers. This revelation has caused significant public uproar and led to demands for a comprehensive CBI investigation, as many suspect a larger network might be involved​.

The Supreme Court of India has also intervened, issuing notices to the Centre, Bihar police, and the National Testing Agency (NTA) in response to allegations of the leak. A plea for a CBI probe was filed, and the court has scheduled a hearing for July 9, 2024, to further address the issue​.

History of Paper Leaks

The history of NEET (National Eligibility cum Entrance Test) paper leaks in India has been marred by several significant incidents, raising serious concerns about the integrity and security of the examination process.

One of the most notable early incidents occurred in 2016, when the NEET Phase 2 paper was leaked. This incident led to multiple arrests and highlighted the vulnerabilities in the exam administration system.

In 2021, another major leak was reported in Jaipur. Eight individuals, including a coaching director, were arrested after the NEET paper was leaked through WhatsApp shortly after the exam began. The leaked paper was reportedly sold for around Rs 35 lakh, underscoring the high stakes and financial incentives involved in such malpractices​.

These incidents are part of a broader trend of exam paper leaks affecting various competitive exams across India, including the Madhya Pradesh Patwari recruitment exam in 2023 and the Uttar Pradesh police constable recruitment exam in 2024. These leaks have resulted in significant disruptions, including cancellations and rescheduling of exams.

The recurring nature of these leaks has severe consequences, including financial and emotional stress for students who invest heavily in their preparation. Additionally, it impacts the credibility of the examination system. In response, suggestions for stricter laws, special task forces, and fast-track courts have been made to address this issue, though their effectiveness remains to be fully realized​.
